IPS Asia

International Project Services (Asia) Ltd. (IPS) was established to provide professional construction and design services to the residential and commercial property development sectors primarily but have the capacity and the track record with projects ranging from industrial plants to five star hotel refurbishments to carry out all types of construction activities. IPS as a fully integrated company can provide it’s clients with expertise in construction and design to ensure delivery of a quality project within the required timeframe and the clients budgetary constraints. Happy Elephant Construction Company Limited (Happy Elephant) is a privately owned, Thai registered limited company, located on the island of Koh Samui, Thailand.

In addition to commanding a formidable local presence, with the head office at Lamai, one of the three main tourist areas of Koh Samui, Happy Elephant has a growing reputation for honesty, quality and professionalism.

Happy Elephant founding directors Michael (Mickey) Shannon and Brian Williams, relocated to Samui from the UK in March of 2002, leaving very lucrative and successful and careers at one of the UK's leading real estate companies providing commercial property management, maintenance and construction services. Armed with their considerable knowledge and experience concerning all aspects of real estate and construction, along with their growing local knowledge, they were soon receiving many requests from family and friends for help in building their dream villa. In response to this high demand, in mid 2003 they teamed up with co-founding Director Sasoehon Somvung (So) and established their own Thai limited Construction Company and Happy Elephant Construction was borne.

So, a native of Koh Samui, is an very successful local entrepreneur possessing over fifteen years of construction experience based on the island, with completed projects ranging from large scale resorts/hotels and commercial offices, to private villas and apartments. With a permanent workforce exceeding 350 local construction specialists, Happy Elephant can adequately deal with any size construction project. Furthermore, their well established and close relationships with other local and national construction sub-contractors and suppliers ensure their clients receive the most competitive prices possible for construction and materials.

We have assembled a group of professionals, from architects and engineers to master craftsmen, who all share our vision and understand the necessity to provide exceptional quality. Our group of professionals adhere to both British and International Standards (ISO 9002) where possible, taking into consideration terrain and factors in excess of the realms of those standards.

Founding directors Michael (Mickey) Shannon and Brian Williams head up our Construction division. Along with possessing a highly developed understanding and knowledge of the real estate, commercial property management and maintenance services industries, they also enjoy over 20 years of construction experience.

Mickey, a Property Surveyor by trade, has more than 8 years of experience with one of the UK’s leading Commercial Surveying Companies, successfully managing his portfolio of high profile clients including Balfour Beatty and the British Broadcasting Company.

Although Brian and Mickey’s credentials speak volumes of their ability and competence to effectively manage construction projects, it is their local knowledge, experience and thorough understanding of Thai culture that allow them to convey that ethos to the construction engineers and tradesmen , implement the project on the ground, and hence make them such invaluable members of the Happy Elephant team.

RGH Engineering & Project Management Services Company Limited, our preferred project management sub-contractor, is headed by Rob Gorman who is very experienced in all aspects of project management. His other strengths include provision of planning support to project, resource planning, earned value analysis, progress reporting, maintenance and signing of project milestone payment plans and certificates.

Rob possesess more than 12 years experience in large scale construction and was Project Manager on various multimillion pound UK Ministry of Defence contracts (DART Alliance).

All of Happy Elephant projects are meticulously planned and subsequently micro managed to the minute detail by RGH Engineering & Project Management Services. All activities are integrally linked (task dependencies) and subsequently allocated the necessary materials and resources to finish each task. An Earned Value* Analysis of the project is then conducted on a regular basis to accurately monitor /evaluate actual progress and expenditure against the baseline schedule.

* Earned value is a measure of the cost of work performed up to the status date or today's date. Earned value uses your original time/cost estimates saved as a baseline and your actual work to date to show whether the actual costs incurred are exceeding the original calculated budget. In other words, earned value indicates how much of the budget should have been spent at a given point in time, with the amount of actual work completed so far, and the baseline cost for the task, assignment, or resource. Earned value is also referred to as budgeted cost of work performed (BCWP).

We provide construction and project management services that address all areas of the development lifecycle; including surveying, plot layout/infrastructure planning and architectural/interior design.
